The op seems to have solved his problem, so we know that Inkscape can use at least one arabic font. I did find one report, where a developer states that there are aspects of arabic fonts for which the SVG (and CSS) standards aren't clear. I did a very tiny bit of research, looking for whether there might be a bug with arabic fonts. Download the font you like you can search free font sites, like. I wonder if you could find the same font made by a different person or group or software? If it's a font that you paid for, I certainly report the problem to whoever made the font, or supplied it (if it came with software). It could be that the font is not very well made, as in my experience, Inkscape is picky about font quality. But the fact there is no preview of the font in the menu indicates (in my simple way of thinking) that Inkscape can't display it, for some reason. Most often operating system fonts have licenses which allow you to use them commercially. They are fonts Inkscape as detected are installed on your computer. In other words, they arent 'Inkscape fonts'. It looks like the font is installed properly, or else I don't think it would show up in the menu in Inkscape. Fonts are typically not part of any one application, but rather installed on the operating system.
